The decision last week to place the former Hells Angels hitman on day parole was deemed incorrect by a police informant whose testimony played a significant role in Dean Daniel Kelsie’s imprisonment.
Paul Derry, who claims to have known Kelsie since he was six years old, is candid in his evaluation of his friend from before.
According to Derry, “He will kill again and that’s not me being scared of anybody or any vendetta against Deano,” during a CBC News interview.
The Parole Board of Canada agreed to place 50-year-old Kelsie on day parole for a six-month period during a hearing on July 18.

Kelsie, a lifelong prisoner for murder, was once again granted day parole. She was a hitman for the Hells Angels. In October 2000, he shot and killed Sean Simmons in the foyer of an apartment complex in Dartmouth, Nova Scotia’s north end. The homicide, which was purportedly ordered by a Hells Angels member who was enraged that Simmons had an affair with his wife, also charged three other men.

The case’s journey through the legal system has been drawn out and convoluted. Due to their involvement in the murder, Wayne Alexander James and Neil William Smith received life sentences. In 2018, accusations against Steven Gareau were stayed.
Derry was a police informant whose evidence was crucial to Kelsie and the others’ conviction. He drove them to the apartment complex.
Kelsie was first granted parole in 2021 after being found guilty of first-degree murder. The Supreme Court of Canada rejected a request from the Nova Scotian prosecutors to reinstate the first-degree murder conviction, replacing it with a conviction for the lesser charge of second-degree murder after the decision was reversed on appeal and a new trial was mandated.

Day parole was initially granted to him in 2021, and every six months, his release was assessed. However, in January of this year, his release was halted, and he was sent to prison for threatening a coworker at the job he had left behind.

After learning of Kelsie’s release, Derry got in touch with CBC News and warned that the choice would have dire repercussions.
“If the parole board continues to let Deano out on any kind of release, he is eventually going to kill somebody,” Derry stated on Monday.
“He hasn’t altered at all. Everything you’ve observed in the past few years, from his appeal to his most recent trial, makes that rather clear.”
Kelsie’s release is subject to specific requirements set by the board. They include not using drugs or alcohol, avoiding relationships with people who have a criminal history, avoiding the Simmons family, and enrolling in anger management classes.

Simmons family is likewise against release.
The Simmons family was against Kelsie being released on day parole, as was his case management team.
The parole board discovered that Kelsie is less prone to confrontations and has improved emotional regulation. At his parole hearing, Kelsie mentioned that he has a job set up where he will primarily work alone, which will lower the possibility of confrontation.

According to Derry, Kelsie’s behavior changed only following the Supreme Court’s ruling in March 2019.
“It wasn’t until all of a sudden, when he had his last appeal and they decided to drop the charges to second-degree, all of a sudden he had a spiritual awakening and [got] in touch with his Aboriginal roots.”
Derry had a falling out with the RCMP after he claimed they disregarded his warning that a murder was being plotted, but he was put under witness protection for his evidence.
Derry remarked that his family’s life has not been easy.
“Watching my family go through what they’ve gone through has been difficult,” he stated.
