He initially committed to Washington State University.
During his time at Washington State, Mateer redshirted in 2022. In 2024, he emerged as a standout performer, leading the Cougars to an 8–4 record. He amassed 3,139 passing yards, 826 rushing yards, and a combined 44 total touchdowns, making him a top candidate in the transfer portal.
Following the 2024 season, Mateer entered the transfer portal and, on December 18, 2024, announced his commitment to the University of Oklahoma. His decision was significantly influenced by his relationship with Coach Arbuckle, who played a pivotal role in his development at Washington State.
